Rotherham Council is seeking an experienced Project Manager with specialist expertise in Compulsory Purchase Order (CPO) and Land Acquisition to manage the preparation and execution of a CPO. This role is critical in supporting the Council's efforts in securing land for key regeneration projects.
Day-to-day of the role:
Oversee the entire CPO process, including the resolution to make a CPO, preparation of the Statement of Reasons, and managing the submission, inquiry, and confirmation stages.
Coordinate with a Property Agent and Solicitors to ensure legal and procedural compliance throughout the CPO process.
Manage multidisciplinary teams including legal advisors, surveyors, planners, and communications leads to ensure cohesive project delivery.
Engage in direct negotiations with landowners, businesses, and developers to facilitate land assembly for complex urban regeneration or infrastructure sites.
Handle high-profile, politically sensitive projects, ensuring senior stakeholder visibility and maintaining strong communication channels.
Required Skills & Qualifications:
Extensive, recent experience in delivering CPO-led regeneration or infrastructure schemes, ideally within a local authority or public sector context.
Proven track record of leading end-to-end CPO processes.
Demonstrable experience in land assembly for complex urban regeneration or infrastructure sites, involving multiple ownerships and occupiers.
Strong ability to manage high-profile, politically sensitive projects with senior stakeholder visibility.
Experience working at pace in an interim or programme-critical delivery role, mobilising quickly and driving progress.
Excellent coordination skills to manage multidisciplinary teams.
Direct experience in stakeholder negotiation.
