Principal Engineer - Capital Highways Delivery

  • Location: George Street, Oldham

Join our team as a Principal Engineer to lead the planning, design, coordination, and delivery of capital-funded infrastructure programmes, including Levelling Up Fund (LUF2) and City Region Sustainable Transport Settlement (CRSTS). This pivotal role involves leading multidisciplinary teams, managing external partners, and ensuring the successful delivery of projects across their full lifecycle, in line with funding, governance, and corporate requirements.

Day-to-day of the role:

  • Lead the coordination of design-related activities for capital-funded highway schemes, ensuring strategic alignment with funding objectives and regeneration priorities.
  • Oversee the production of estimates, technical designs, and project programmes, ensuring compliance with funding criteria and technical standards.
  • Manage relationships with consultants, contractors, and advisors, ensuring value for money and compliance with contractual standards.
  • Act as the liaison between various internal teams and external agencies, coordinating efforts to ensure efficient project delivery.
  • Lead public consultations and stakeholder engagements, promoting transparency and effective communication.
  • Coordinate assurance processes to comply with funding conditions and corporate governance, managing risks effectively.
  • Represent the service and Council in external groups and forums, contributing to strategic policy development.
  • Handle correspondence and provide professional advice on capital programmes and policies.
  • Develop and coordinate capital programme pipelines, aligning with funding opportunities and business case development.

Required Skills & Qualifications:

  • Degree in Civil Engineering, Highways Engineering, or related discipline. Extensive knowledge of highway design, transport planning, and infrastructure delivery.
  • Significant experience in leading capital-funded highway projects, coordinating multidisciplinary teams, and managing complex programmes. Experience in public consultation, stakeholder engagement, and working with regional bodies.
  • Strong leadership, programme management, and organisational skills. Excellent communication skills and the ability to manage multiple stakeholders and priorities.
