Overview
We are recruiting two experienced PCN Appeals Officers to join a busy Local Authority parking services team based in Wembley. These roles support high-volume case management of Penalty Charge Notice (PCN) appeals and representations, ensuring compliance with legislation and performance targets.
Role 1: School Street Appeals Officer (Contravention Code 53)
You will primarily manage School Street representations, ensuring accurate, timely, and legally compliant decision-making.
Key Responsibilities:
Process and respond to PCN representations (Code 53 – School Streets)
Assess cases in line with current parking and traffic legislation
Draft clear, professional decision letters
Manage a high-volume caseload and meet performance targets
Ensure all decisions are accurate, defensible, and compliant
Role 2: Appeals Officer – London Tribunals (ETA)
You will specialise in preparing and handling appeals submitted to London Tribunals (Environment & Traffic Adjudicators – ETA).
Key Responsibilities:
Investigate and respond to formal parking appeals
Prepare and compile evidence packs in line with tribunal standards
Ensure all documentation is submitted within strict deadlines
Attend tribunal hearings where required, representing the authority professionally
Maintain high standards of accuracy and case quality
Skills & Experience Required (Both Roles):
Strong understanding of parking and traffic legislation
Proven experience processing PCN representations and appeals
Experience working to challenging qualitative and quantitative targets
Ability to manage and prioritise a heavy workload independently
Excellent written and verbal communication skills, including drafting clear decision letters
Strong decision-making skills aligned to legislation and policy
Proficiency in standard ICT systems and word processing tools
Ability to quickly adapt to new systems and processes
Additional Requirements (Tribunal Role):
Experience preparing London Tribunals (ETA) appeals
Confidence attending and presenting at personal hearings
Professional, diplomatic approach when dealing with adjudicators and appellants
Detailed knowledge of evidence pack preparation and submission protocols
Working Arrangements:
Hybrid working: 2 days from home / 3 days in Civic Centre
Initial training period: Full-time attendance required onsite at Civic Centre
