Counter Terrorism Policing Headquarters (CTPHQ) is seeking an exceptional Senior Business Change Lead to drive one of the most critical transformation programmes in UK policing.

This is a rare opportunity to lead change at scale , impacting over 5,000 personnel across the Counter Terrorism (CT) Network—while operating at the forefront of intelligence, technology, and operational delivery.

🚀 The Opportunity

  • You will lead the business change and adoption strategy for a flagship programme transforming how intelligence is managed across the UK.
  • This role sits at the heart of a complex, high-profile programme, ensuring change is embedded effectively without compromising operational capability.
  • You’ll work alongside senior leaders, programme boards, and national partners to ensure change lands successfully, delivers measurable benefits, and strengthens the UK's counter terrorism capabilities.

🧭 What You’ll Be Doing

  • Own and deliver the Business Change & Adoption Strategy across the CT Network
  • Lead and coordinate all aspects of operational readiness
  • Provide strategic leadership to multi-disciplinary teams including Business Change Managers, Training, Communications, and Deployment teams
  • Work closely with senior stakeholders (SRO, Directors, Chief Officers) to drive effective change leadership
  • Ensure seamless transition to business ownership and delivery of programme benefits
  • Maintain a single, integrated view of change activity, identifying risks, dependencies, and opportunities
  • Manage and mitigate the operational impact of change in a high-risk environment

  • Experience within government, policing, or security environments

  • Strategic thinking with the ability to translate vision into delivery
  • Robust planning, organisation, and delivery under pressure
  • Expertise in change management methodologies (e.g. Prosci, APMG)
  • Strong analytical and problem-solving capability
