Job Type: Initial 4-month temporary contract
Join the Greater Manchester Combined Authority (GMCA) as a Programme Manager for Safer & Stronger Communities. This role is pivotal in leading the commissioning of Greater Manchester Rehabilitation Services for People on Probation. You will be instrumental in improving outcomes and reducing reoffending by managing the programme through needs assessment, service design, market engagement, and supporting procurement development activities.
Day-to-day of the role:
Lead the commissioning programme, including needs assessment, service design, market engagement, and procurement support.
Build and manage senior relationships across criminal justice, local government, health, and community partners.
Establish and maintain programme governance, manage risks and dependencies, and ensure delivery at pace in line with agreed milestones and governance requirements.
Use evidence and data to shape service design, secure value for money, and drive continuous improvement.
Coordinate effectively across commissioning/procurement, finance, legal, and operational stakeholders.
Ensure due attention to safeguarding, equality, data protection, and information governance throughout the programme lifecycle.
Initiate key commissioning and procurement activities and support early continuity of planning and stakeholder engagement.
Required Skills & Qualifications:
Strong programme leadership skills with a proven track record in commissioning and partnership working.
Experience in managing complex projects in a related field, preferably within public services or criminal justice.
Ability to build and manage senior relationships across multiple sectors.
Strong analytical skills with the ability to use data and evidence to inform decisions.
Excellent organisational and communication skills.
Knowledge of legal and financial aspects related to public sector procurement and commissioning.
Commitment to safeguarding, equality, and data protection standards.
