Principal Engineer – Capital Highways Delivery
Hourly Rate: £55 - £60

We are seeking a Principal Engineer to lead the planning, design, coordination, and delivery of capital-funded infrastructure programmes, including Levelling Up Fund (LUF2) and City Region Sustainable Transport Settlement (CRSTS). This role requires a seasoned professional who can manage multidisciplinary teams, external partners, and ensure the successful delivery of projects across their full lifecycle in line with funding, governance, and corporate requirements.
Day-to-day of the role:
Programme Leadership & Delivery: Lead coordination of design activities linked to bidding, planning, programming, and project delivery. Provide strategic leadership for LUF2 and CRSTS programmes. Oversee delivery programmes to ensure timely and compliant implementation.
Design, Costing & Technical Coordination: Lead production of estimates, designs, drawings, and programme plans. Ensure outputs meet funding, technical, and governance standards. Provide technical oversight across all project stages.
External Partner & Contract Management: Manage consultants, contractors, and specialist advisors. Ensure performance, integration, and value for money. Oversee contract compliance and delivery standards.
Stakeholder & Internal Coordination: Coordinate internal teams and external partners. Act as key liaison across services and agencies. Support cross-functional working for regeneration outcomes.
Consultation & Public Engagement: Lead public consultations, meetings, and exhibitions. Represent the service professionally within the community and media. Ensure transparent communication throughout projects.
Governance, Assurance & Compliance: Ensure compliance with funding, statutory, and corporate requirements. Oversee reporting, monitoring, and audit processes. Manage project risks effectively.
Corporate & External Representation: Represent the Council at regional and strategic forums (e.g., TfGM). Contribute to committees, inquiries, and policy development.
Communications & Correspondence: Lead responses to enquiries from stakeholders, members, and the public. Provide professional advice on capital programmes.
Strategic Coordination & Programme Development: Develop and manage capital programme pipelines. Support business cases and funding submissions.
Required Skills & Qualifications:
Degree (or equivalent) in Civil Engineering, Highways Engineering, or related field.
Significant experience delivering capital highway/infrastructure projects.
Strong knowledge of highway design and infrastructure delivery.
Experience managing multidisciplinary teams and complex programmes.
High-level communication skills (written and verbal).
Strong leadership and programme management skills.
Knowledge of local authority governance and procurement.
Understanding of capital funding programmes (LUF, CRSTS, etc.).
