A public sector organisation based in Brent is seeking a Heat Networks Project Manager to take day‑to‑day responsibility for the delivery of the South Kilburn District Heat Network, a major regeneration and decarbonisation project supplying affordable, low‑carbon heat to up to 3,000 homes.
This is a hands‑on project delivery role, ideal for someone with strong local authority or public‑sector capital project experience who is comfortable operating in a politically sensitive, resident‑facing environment.
You will work closely with the Heat Network Strategy Manager, contractors, consultants, internal teams, elected members and residents to ensure the scheme is delivered on time, on budget and in line with governance and funding requirements.
This is an initial 6-month contract position based in Brent, with hybrid working available (2 days per week in the office) and an hourly rate of £38 per hour via an Umbrella company inside IR35 (PAYE rates also available).
Key Responsibilities
Day‑to‑day management of the South Kilburn District Heat Network project
Coordinating delivery across contractors, consultants and internal stakeholders
Managing project budgets, forecasts and financial reporting in line with council protocols
Supporting and maintaining funding streams and governance arrangements
Leading project communications, including engagement with residents and heat off‑takers
Managing and contributing to procurement activities, including specifications and evaluation
Identifying and managing project risks, issues and dependencies
Producing regular progress, governance and board reports
Acting as Quality Manager, ensuring KPIs, contractor performance and council standards are met
Ensuring equality impacts, sustainability objectives and safeguarding responsibilities are embedded throughout delivery
What We’re Looking For
Essential:
Strong project management experience in a complex organisation (PRINCE2 Practitioner or equivalent)
Experience delivering large, multi‑stakeholder projects to time and budget
Knowledge or experience of district heat networks / energy infrastructure
Experience managing contractors, consultants and public‑sector procurement
Strong financial and commercial acumen, including budget management
Confident communicator, able to engage with residents, senior officers and elected members
Desirable:
Local authority or wider public‑sector experience
Experience working on regeneration, infrastructure or energy projects
Understanding of equalities impact assessment and resident‑focused change
