Join the Greater Manchester Combined Authority (GMCA) as a Programme Manager for Safer & Stronger Communities. This role is pivotal in leading the commissioning of Greater Manchester Rehabilitation Services for People on Probation. You will spearhead the programme through needs assessment, service design, early market engagement, and support procurement development activities. This position involves collaboration across GMCA, local authorities, the Probation Service/HMPPS, and VCSE partners to enhance outcomes and reduce reoffending.

Day-to-day of the role:

  • Lead the commissioning programme including needs assessment, service specification, market engagement, and procurement support.
  • Build and manage senior relationships across criminal justice, local government, health, and community partners.
  • Establish and manage programme governance, assess risks and dependencies, and ensure delivery at pace in line with time, cost, and quality standards.
  • Utilise evidence and data to inform service design, secure value for money, and drive continuous improvement.
  • Coordinate across commissioning/procurement, finance, legal, and operational stakeholders, ensuring compliance with safeguarding, equality, data protection, and information governance throughout the programme lifecycle.
  • Initiate key commissioning and procurement activities, help establish programme governance, and support early continuity of planning and stakeholder engagement.
