Oldham Council are seeking a Contracts Manager to oversee a diverse range of housing service contracts, including management of high-value Private Finance Initiative (PFI) Housing Revenue Account (HRA) contracts and the Oldham Council’s Warm Homes scheme. This role is crucial for ensuring statutory and legal compliance across the Council's HRA stock portfolio and for the effective governance of the Council’s HRA Board.
Day-to-day of the role:
Manage the service delivery, performance, and financial aspects of two long-term, high-value PFI HRA contracts.
Oversee the measurement and analysis of PFI Special Purpose Vehicles (SPVs) performance against Output Specification KPIs.
Evaluate and document the implementation or refusal of contract changes by the PFI SPVs and manage Council-led contract changes.
Collaborate with Adult Social Care and commissioned care contractors to ensure effective delivery of housing, property, and care support.
Scrutinise, approve, and process significant monthly PFI Unitary Charge invoices.
Plan and manage the exit strategy for the termination of the Council's two HRA PFI contracts.
Monitor and manage contracted services of the council’s non-PFI HRA stock to ensure compliance with contractual specifications and legislation.
Procure service providers, contractors, and consultants to support and deliver HRA-related services.
Manage HRA projects, ensuring deliverables are audited and quality assured.
Oversee the Right to Buy process and service charging regimes for properties within the HRA estate portfolio.
Work closely with the HRA Finance Manager to ensure efficient collection of rent, service charges, and utility bills.
Required Skills & Qualifications:
Proven experience in contract management, preferably within housing or public sector environments.
Strong understanding of PFI contracts and HRA regulations.
Ability to manage multiple high-value contracts and ensure compliance with statutory and legal requirements.
Excellent project management skills, with a track record of delivering projects on time and within budget.
Strong analytical and decision-making skills.
Effective communication and stakeholder management skills.
Experience in financial management and budget oversight.
